Bldr. Gbaye Florence Omolola, FNIOB, is a seasoned Builder with over 22 years of professional experience in construction management, project coordination, building regulation, quality control, safety enforcement, regulatory compliance and public-sector administration.

She began her professional career with Jaiyeola Construction Company, Ibadan, during her NYSC programme, before joining the Lagos State Public Service in 2001 as a Higher Technical Officer (Building). Over the years, she has served in various capacities across the Ministry of Housing, Ministry of Rural Development, Ministry of Local Government, Chieftaincy and Community Affairs, New Towns Development Authority and the Lagos State Building Control Agency (LASBCA).

From March 2023 to May 2025, she served as Assistant Director, Inspectorate and Quality Control, Ikeja Division, LASBCA, where she coordinated stage inspections and certification, supported the Certified Accreditors Programme (CAP), supervised the construction of the LASBCA Headquarters and coordinated building control and enforcement activities.

She subsequently served as Coordinating Director of LASBCA from May to July 2025, providing operational leadership and coordinating the Agency’s statutory building control responsibilities.

On 1 August 2025, she assumed office as Acting General Manager of LASBCA. During this period, she provided strategic and operational leadership, strengthening regulatory compliance, building safety and stakeholder engagement. Her administration advanced the Certified Accreditors Programme (CAP) and the Certified Structural Integrity Programme, while strengthening enforcement against illegal, distressed and non-conforming buildings across Lagos State. She also promoted community sensitisation, staff capacity development and institutional strengthening.

Following her tenure as Acting General Manager, Bldr. Gbaye was formally appointed General Manager of LASBCA, with her appointment letter dated 19 August 2026. In her current capacity, she provides strategic leadership for the Agency’s statutory mandate, including building inspection, stage certification, regulatory enforcement, verification and certification of building insurance, and the removal of illegal, distressed and non-conforming structures.

Bldr. Gbaye is committed to ensuring that buildings in Lagos State meet required safety, quality and regulatory standards, while promoting professionalism, accountability, stakeholder engagement and sustainable urban development.

She holds a National Diploma in Building Technology from the Federal Polytechnic, Ado-Ekiti, and a Higher National Diploma in Building Technology from Yaba College of Technology, Lagos. She is a Fellow of the Nigerian Institute of Building (FNIOB) and a registered Builder with the Council of Registered Builders of Nigeria (CORBON).

Her professional competencies include construction and project management, regulatory compliance, leadership and people management, stakeholder engagement, quality control and safety enforcement.
