LASBCA means Lagos State Building Control Agency; It is the Agency set up to ensure that basic minimum standards are maintained in building construction and renovation in order to ensure that existing and new buildings are safe, healthy, accessible and habitable for present and future generations. We work together with developers or owners to provide a high quality service and to make sure that all building works are satisfactorily carried out. We also work closely with other government agencies such as Lagos State Emergency Management Authority (LASEMA).
Our head quarter is located on Works Yard Road, the old passport office, by Old Secretariat, GRA, Ikeja, Lagos.

You need to contact LASBCA:
1. Before commencement of any new development including special project;
2. Before commencement of all forms of amendment to existing buildings;
3. Before renovation of buildings;
4. Before converting the use of any building;
5. Before commencement of all forms of demolition;
6. Before the installation of renewable source of energy, maintenance works that involves erection of scaffolding, renovation, rehabilitation, re-engineering improvement of any building;
7. Before commencement of building construction works;
8. Whenever you detect a distressed or defective structure which is likely to collapse;
9. For certificate of completion and fitness for habitation and
10. For verification and certification of General Contractors’ All Risk Insurance policy for buildings under construction as well as existing ones retrospectively.

Yes, minimal fee will be charged which will be paid to Lagos Sate Government account.
1a. Documentation of approved development plan/development permit.
b. Detailed drawing approved plan from LASPPPA.
c. Specification of works to be carried out. (a – c) MUST be submitted to LASBCA prior to commencement of work on site.
2. Programme of works.
3. Health and Safety file.
4. Welfare facility for people working on site.
5. Client must display a board outside the site displaying the development permit number, Title of project, the contact details of the owner and professionals involved in the project and the All Risk Insurance number. More so, a copy of the approved plan must be kept on site at all times.
It is mandatory for every developer to contact LASBCA at least 7 days prior to commencement of construction work at the site.
Renovation is a repair work that involves replacement of finishes on the building without any change or alteration to the structural arrangement.

Renovation includes:
• Changing of windows, doors
• Changing of roof materials
• Changing of sanitary fittings
• Changing of tiles
• Painting
Remodeling is the general restructuring of a building to change it from its original design. A New design to show the proposed structure must be prepared

Although the National Building Code lists a precise inspection schedule, inspections will be carried out following agreement between our team and the owner/developer.

A department under the Ministry of Physical Planning and Urban Development.
1. Owner/developer must apply to building control agency for final inspection and issuance of a certificate of completion and fitness for habitation.
2. A simple written note suffices and our technical team in charge of issuance of certificate is notified that the construction is completed and final stage inspection will be arranged between the client’s Engineers/Architects (construction team) and the building control officers
1. The officers ensure that client abides with the details provided in the development permit drawings.
2. Also, the health and safety in construction and urban and regional planning and development law 2010.
3. The building control team which comprises od architect, builder, town planner and engineer look at the building dimension, the total height as stipulated in the development permit drawing during the visitation.
4. We also look at the structural members of the building i.e. foundation, columns, slabs, beams e.t.c ensuring they are structurally assembled according to recommendation & specifications of the development permit drawings.
5. We look at the structural rendering of walls & plastering ensuring no apparent cracks on the walls.
6. We also ensure that external airspace's and setbacks are in conformity with the development permit granted.
After the final inspection, LABCA issues a certificate of completion of building construction works confirming that the construction has been carried out according to the development permit drwing submitted, stating that owner/developer can now occupy the building.
The Lagos State Building Control Agency (LASBCA) issues the certificate.
1. To comply with development permit granted, comply with Urban and Regional Planning and Development Law 2010, Building Codes and Building Regulations.
2. To engage the services of relevant professionals.
3. Use standard materials.
4. Observance of health and safety prevention on site.
1. Structural stability integrity.
2. Structure free from serious disrepair after renovation or improvement works.
3. Free from dampness prejudicial to the health of the occupants (if any).
4. Adequate provision for lighting, gas and ventilation
5. Adequate supply of wholesome piped water; satisfactory facilities in the dwelling for the preparation and cooking of food, including a sink with a satisfactory supply.
6. Suitably located water closet for the exclusive use of the occupants.
7. Exclusive use of the occupants (if any), a suitably located fixed bath or shower and a wash hand basin each of which is provided with a satisfactory supply of water; and
8. Effective system for the draining of foul water and surface water;
9. Suitable location of septic tank far away from borehole location.
1. No, while we are always willing to offer help and advice, the developer should not expect to use our officer as a substitute for an architect or designer, owner/developer should have their engineer/builder on site at all times to supervise work.
2. If you are not confident that you (or your builder) are fully conversant with the requirements of the regulations, then we would strongly advice that you employ a professional and an experienced person to make a Building Notice application (Form C). You must contact us before you start construction.
I assure you that we are not being disrespectful, but the majority of our clients do prefer us to deal directly with the professionals on site (builder/engineer). We always welcome the involvement of the owner in these discussions so if you wish to be involved, please make your wishes known to the officer in charge during the first visit. Unless confidential matters are involved we must request that you join the builder/engineer for the discussion so that everyone is party to the same conversation.
When the project is finished on site, you need to contact Building Control to arrange a final inspection. We would:
1. Recommend that any final payment to your builder/contractor is done only after receiving a satisfactory final inspection from us in the event that further work is required.
2. Once a satisfactory final inspection has been carried out for the work on site and all necessary information has been provided to us e.g. electrical installation certificates etc we will issue you with a Completion Certificate confirming that all work carried out is in compliance with the Building Regulations 2010. This certificate would be issued to the developer or owner.
You must contact us to advise you if your construction is approval otherwise you risk losing your home.
Our officers, each have their own zonal area within Lagos State in which to make site visits.
1. Yes, in practice it is generally possible for an inspection to be carried out on the same day that notification is given, provided the officer in charge is available, the inspection will be carried out within seven working days.
2. Clients are obliged to note the purpose and limitations of Building Control inspections. The reason that the Building Control officer makes inspections is to ensure that the requirements of the Building Regulations and Laws are being met. You will not be required to do anything unless it is needed in order to secure reasonable standards of health and safety.
3. Building Regulations and Laws inspections are not a suitable substitute for day to day site supervision. Owners should employ an independent professional person to supervise quality control and other private contractual matters between him and the builder, where necessary.

We seal where a developer fails to comply with the Urban and Regional Planning and Development Law 2010 and Building Codes.
Breaking of seal is an offence that will lead to prosecution and consequent payment of fine.
