EXPRESSION OF INTEREST (EOI) AS CONSULTANTS IN THE LAGOS STATE “CERTIFIED ACCREDITORS PROGRAMME” (CAP)

PREAMBLE

The Lagos State Building Control Agency, on behalf of the Lagos State Government, is facilitating a Public- Private synergy referred to as “Certified Accreditors Programme” in order to further accelerate LASBCA’s effectiveness towards optimum service delivery with the view to actualize its operational
mandates of ensuring all new and existing buildings in Lagos State are constructed fit for human habitation and avert incidence of building collapse.
The State is set to engage Consultants who will act as Certified Accreditors to complement the activities of Government Officials in Screening of Drawings, Stage Inspection and monitoring activities for compliance with the Lagos State Building Control Regulations. This is also in line with the policy of Government of making Lagos sustainable, resilient and attractive to businesses through Physical Planning and Urban Development. The State thereby invites interested consultants in the built environment, registered with relevant professional bodies to indicate interest in the program.


 SCOPE OF WORK.

The Certified Accreditors, among other responsibilities are expected to carry out the following;

 

A. SCREENING OF DRAWINGS:

Certified Accreditors shall offer premium screening services for:

i. All Structures in the various categories as applied.

ii. Specialized projects (Stadia, Factories etc.)

iii. Evaluating plans and specifications for projects to ensure conformance with regulations

 

B. STAGE INSPECTION PROCEDURES:

Certified Accreditors shall carry out stage inspection services for:

i. All Structures in the various categories as applied.

ii. Specialized projects (Stadia Factories etc.)

iii. Attending pre construction and technical meetings

iv. Conducting field inspections to inspect standards of building structures

v. Referring deviations to LASBCA

vi. Attending close-out meetings of construction projects

vii. Conducting final inspection with LASBCA for processing of Certificate of Completion and Fitness for Habitation

 

C. MONITORING ACTIVITIES:

i.  Identification and reporting of illegal and non-conforming structures to LASBCA

ii.  Identification and reporting of Distressed and abandoned structures to LASBCA

iii.  Assisting LASBCA with inquires.

 

CATEGORIES OF CERTIFIED ACCREDITORS

Consultants shall be deemed to mean:

1.  Consortium:

Shall consist of a minimum of two CAC registered companies, practicing in the built environment.

2. Group of Professionals: A team of not less than 5 or more registered and practicing professionals for the purpose of stage Inspections.

N:B. Consortium/Group of professionals to include minimum of 5 professionals with minimum of 10 years post qualification experience and current year practice license; Architect, Civil/ Structural Engineer, Mechanical Engineer, Electrical Engineer, Builder, and Town planner, Geo-technical Engineer.

PRE-QUALIFICATION CONDITIONS:

The State Government would consider Consultants duly registered to practise in Nigeria and with proven capabilities on such assignment.  To apply, the Consultant must show evidence of considerable experience and track records of good performance and must be registered members of their respective professional bodies.  In addition, Interested Consultants shall submit the following documents:

i. A covering letter summarizing content of the pre-qualification documents

ii. The Consultant/Company Profile indicating qualifications and experience of key personnel

iii. Company Certificate of Incorporation in Nigeria where applicable

iv. Certificate of Professional Practice

v Current year Professional Practicing License

vi. Attestation of the respective professional Registration bodies

vii. Evidence of last 3 years Tax Clearance by Directors/Individuals

viii. Evidence of last three (3) years Developmental Levy for two (2) Directors

ix. Evidence of LASRRA Registration

x. Evidence of professional and technical staff / experience of key personnel of the firm

xi. Evidence of registration / renewal with Lagos State Public Procurement Agency (PPA)

xii. Evidence of specific experience in similar assignment in the last 3 years

xiii. Sworn affidavit confirming that all documents submitted are authentic.

 

MODE OF OBTAINING APPLICATION FORM

a.     Interested members of the public with the requisite qualifications/requirements are hereby invited to obtain an Expression of Interest Form upon payment of the non-refundable application fee from the General Manager’s Office at the Lagos State Building Control Agency (LASBCA) Headquarters, Room 101-Ground Floor, Muiz Banire Way, Old Secretariat, Ikeja GRA, Lagos, between 9:00 am and 4:00 pm, Monday to Friday from 3rd June till 12th July 2024.

b.     A non-refundable sum of Two Hundred and Fifty Thousand (N250,000.00), payable to
Lagos State Government Revenue Code: 4020277
,
Agency Code: 7740000,
within Four (4) weeks from the date of this publication.


SUBMISSION OF EXPRESSION OF INTEREST FORM

a.     Completed applications should be submitted with 1 (one) original and 3 (three) copies of their Expression of Interest (EOI) in a sealed envelope addressed to the General Manager, Lagos State Building Control Agency (LASBCA), Headquarters, Room 101-Ground Floor, Muiz Banire Way, Old Secretariat, Ikeja GRA, Lagos, between 9:00 am and 4:00 pm, Monday to Friday, from 3rd June till 31st July 2024.

b.   Please attach evidence of payment (Revenue Receipt) of the non-refundable fee of Two Hundred and Fifty Thousand Naira (N250,000.00) along with other relevant documents.


Closing Date: All applications must be submitted to the above Office, not later than 12:00noon, 31st July, 2024.

It should be noted that this Expression of Interest does not constitute a commitment on the part of the State and/or the Lagos State Building Control Agency to award the project to any consultant(s) expressing interest.

Furthermore, submission of documents shall not entitle any of the interested parties to any claims against the State and/or Lagos State Building Control Agency by virtue of such party having responded to the EOI.

All costs incurred by respondents as a result of the Expression of Interest and any subsequent requests for information shall be borne by the respondent.
